Military airports in Hualien, Taichung Shuinan, and Kinmen Shangyi were re-purposed for mixed use of both military and civil aviation. Due to pavement damaged by increasing airfield activities, a complete renovation and upgrading work were required to improve pavement quality. T.Y. Lin International Taiwan was commissioned by the Civil Aeronautics Administration to provide planning, design, and construction supervision services for runway renovations. Services include the following activities : (1) Runway pavement inspection: flat test/damage tests, deflection tests, ground penetration radar tests, etc. (2) Reinforcement of flexible pavement: With AR-4000 asphalt concrete on flexible pavement to increase runway operation duration. (3) Adding reinforced fiberglass mesh: To prevent from reflection cracks and to increase pavement structure strength. To allow daily airport operations, construction were scheduled to conduct only at night time, which contributed to the challenges of the project delivery .
