Taiwan Provincial Highway route-26 from Fangshan, Pingtung County to Daren, Taitung County, is also well-known as Ping-E Highway for the stretch between Fangshan and Cape Eluanbi in Kenting National Park. Due to the power line posts on both sides with length 112km length highway, the seasonal disasters often occur with power poles toppled & causing power shut-down. Street trees of the highway are obstructed by power cables, resulting in unhealth growth & unpleasant scenery.

In May 2011, the Executive Yuan announced the launch of "Ping-E Highway cable undergrounding and tree planting 2.0 project" to strengthen power-grid resilience and landscaping. T.Y.LIN Taiwan is awarded for the design work and created four green corridors with the concept of "landscape creation and landscape borrowing". It was firstly to adopt the Taiwan forestry research institute’s planting guidelines and five key strategies of "matching the undergrounding of poles and wires to create a wireless clean skyline", "conducting planting and health inspections along the entire route", "removing/transplanting poorly plants", "adopting native/suitable plants" and "optimize transplanting and planting environment". The sustainable concept of transplanting trees in a forested way and adopt Taiwan-sugar farm plantlet reduce the maintenance and successfully creates a scenic highway.
